Company Philosophy and Vision
"VOICE" enhances the lives of intellectual disabled individuals by securing them additional positive support opportunities. With additional support, our clients work to advance their capabilities and increase their quality of life. "VOICE" places a high value upon the self-determined standards of our client’s everyday lives. We balance our client’s health and safety without being restrictive or overprotective. Success is measured as providing our clients freedom from poverty, safety, stability, and an opportunity to be successful in the life they choose. "VOICE" practices the Intellectual Disability Principles and Normalization Principles outlined by the Commonwealth of Pennsylvania’s Office of Developmental Programs. "VOICE" incorporates these principals into every aspect of its business. As the company grows, "VOICE" will continue to refine its services to ensure it provides competent evidence-based supports to its clients and continues to expand its reach to all intellectual disabled individuals in Pennsylvania.
We support Intellectually Disabled Individuals who Participant Direct their 1915(c) Home and Community Based Services Waivers as an Office of Developmental Programs Supports Broker Provider in Pennsylvania's HCSIS system. Participant Directed services are followed as outlined in their ISP.
Supports Broker services can be obtained through the Consolidated, PFDS, Community and Waivers.
Supports Broker can be the only service you Self-Direct.
Supports Broker services does not deduct from your PF/DS budget.
Self-Directing services gives you choice of your staff by using one of two Financial Management Systems, Vendor Fiscal Employment Agent through PALCO or Agency with Choice, in your County. Make sure you are informed about both models before you choose which model best fits your circumstance.
Supports Brokers can assist Participants currently living in a group home who wishes to leave and live independently.
The Supports Broker service is a direct and indirect service available to participants who elect to self-direct their own services utilizing one of the Financial Management Systems participant directed options of Vendor Fiscal - PALCO or AWC.
The Supports Broker service is designed to assist participants or their designated surrogate with employer-related functions in order to be successful in self-directing some or all of the participants needed services. This service is limited to the following list of activities:
Supports Brokers attend ISP and other meetings with you.
• Explaining and providing support in completing employer-or managing employer related paperwork.
• Participating in Financial Management Services (FMS) orientation and other necessary trainings and interactions with the FMS provider.
• Developing effective recruiting and hiring techniques.
• Determining pay rates for Support Service Professionals.
• Providing or arranging for training for Support Service Professionals.
• Developing schedules for Support Service Professionals.
• Developing, implementing and modifying a back-up plan for services, staffing for emergencies and/or Support Service Professional absences.
• Scheduling paid and unpaid supports.
• Developing effective management and supervision techniques such as conflict resolution.
• Developing proper procedures for termination of Support Service Professionals in the VF/EA FMS option or communication with the Agency With Choice regarding the desire for removal of Support Service Professionals from working with the participant in the AWC FMS option.
• Reviewing of workplace safety issues and strategies for effective management of workplace injury prevention.
• Assisting the participant or their designated surrogate in understanding and/or fulfilling the responsibilities outlined in the Common Law Employer Agreement form and the Managing Employer Agreement form.
• Facilitating a support group that helps to meet the participant’s self-direction needs. These support groups are separate and apart from the service plan team meetings arranged and facilitated by the Supports Coordinator.
• Expanding and coordinating informal, unpaid resources and networks within the community to support success with participant direction.
• Identifying areas of support that will promote success with self-direction and independence and share the information with the team and Supports Coordinator for inclusion in the service plans.
• Identifying and communicating any proposed modifications to the participant’s service plan.
• Advising and assisting with the development of procedures to monitor expenditures and utilization of services.
• Complying with the standards, regulations, policies and the waiver requirements related to self-direction.
• Advising in problem-solving, decision-making, and achieving desired personal and assessed outcomes related to the participant directed services.
• When applicable, securing a new surrogate and responding to notices for corrective action from the FMS, SC, AE or ODP.
• All functions performed by a Supports Broker must be related to the personal and assessed outcomes related to the participant directed services in the service plan.
